The WV Route 2 and I-68 Authority supports the following legislative priorities for the 86th West Virginia Legislature:
- Ensure long-term funding and solutions toward the expansion of Route 2 to become a four-lane highway from Chester to Parkersburg.
- Place the expansion of the I-68 ENERGY CORRIDOR as an interstate or other four-lane, restricted highway from I-79 to the Ohio River, on the West Virginia Department of Transportation’s future plans for highway construction.
- WV DOT draft STIP 2023-2028 (Statewide Transportation Improvement Plan) 2023 – 2028 STIP (wv.gov)The I-68 ENERGY CORRIDOR yet again is NOT included in the WV DOT STIP and public support for this project is needed. The public is encouraged to provide comments on the published STIP material located on this page and can be viewed by clicking each portion of the STIP noted below.
- The 45-day public comment period will conclude on October 15, 2022.

- The West Virginia Department of Transportation (WVDOT) is seeking input to help guide the future of transportation in West Virginia. Based upon information obtained from prior public workshop held on June 30,2022, WVDOT staff has developed a Draft 6-year Statewide Transportation Improvement Program (STIP) covering federal fiscal years (FFY’s) 2023-2028. The Draft 2023-2028 STIP identifies planned programs and project investments over the 6-year period to fund the operation, preservation, rehabilitation, and expansion of West Virginia’s highway and transit assets statewide with the revenue that is estimated to be available.
- Implementation of funding options by the Governor’s Blue Ribbon Commission on Highways for maintenance, construction and expansion of the state’s roadway system.
- Innovative ways to increase transportation funding to meet the $750 million to $1 billion a year funding gap for transportation maintenance and construction.
- Enable County Commissions to establish special funds within their counties for road repair and minor road construction.
- Prevent the diversion of funds from the already lacking Road Fund.
